Contractor Training Requirements
All Contractor Employees entering and doing work at Mosaic Concentrate Facilities must have completed the comprehensive Florida Phosphate Producers (FPP) Safety and Health Training program or the Baton Rouge Safety Council (Reciprocal) Safety and Health Training at the Baton Rouge Safety Council in Louisiana.
FLORIDA:
- The initial FPP BASIC COURSE length is 16-hours. The annual refresher is 10 hours.
- Photo ID cards are issued to each individual upon completion.
- Site specific training is also required for all contractors performing work activities in the chemical facilities. RCRA Consent Decree Overview Training is included in the site specific course. Initial Site Specific training will be completed at Polk State College during the FPP Basic Course. After completing the FPP Refresher Course, contractors will be required to renew Site-Specific Training by completing a Computer Based Training Module (CBT). Polk State College (PSC) will administer and proctor this training at the CBT Lab located on HWY 60 in Bartow, FL at the ACT location:

LOUISIANA:
- The training is conducted through the Baton Rouge Safety Council, including Initial, Refresher, Site Specific. RCRA Consent Decree Overview Training is included in the site specific course.
- Upon completion each individual will be issued a photo-identification card.
- Louisiana site specific training is located on the back of the Baton Rouge Safety Council card.
Minerals (Florida Only):
- All Contractor Employees entering and working on Mosaic Minerals properties must have completed comprehensive Mine Safety and Health Administration training. New miners shall have 24-hour new miner training and experienced Miners shall have the 8-hour annual refresher training. Upon completion of training, an MSHA Form 5000-23 Certificate of Training will be issued to each employee.
- All Contractor Employees must have a copy of their MSHA Form 5000-23 Certificate of Training in their possession at all times and must show the MSHA Form 5000-23, if requested by Mosaic or MSHA personnel.
- Mosaic does not recognize any "five-day" grace period in its requirement for MSHA training.
- All Contractor Employees entering and doing work on Mosaic Minerals properties must receive Mosaic Hazard Training at least once every 12 months. The Mosaic Contact will ensure Mosaic Hazard Training is completed at the beginning of each job or if there is a change in hazards.
- Upon completion of Hazard Training the Mosaic Contact will issue Contractor Employees an MSHA Form 5000-23 Certificate of Training or equivalent. Exceptions: As outlined in the Mosaic Contractor Management Program
When Mineral sites are permanently closed a notification is made to the Mine Safety & Health Administration (MSHA) and MSHA closes out the Mine's Identification (ID) Number (e.g. Noralyn, Hookers Prairie, Hopewell, etc.). Once MSHA closes out the Mine ID # the site becomes regulated by OSHA; and contractor reporting, training and record keeping will be under OSHA's Standards.
Comprehensive Training Required -
MSHA 30CFR Part 48, 24-hour New Miner and 8-hours of annual refresher
or
the FPP BASIC COURSE 16-hours and the annual refresher 10 hours Safety and Health Training
or
the Baton Rouge Safety Council (Reciprocal) Safety and Health Training and annual refresher.
and
Site-Specific Training is required for anyone entering the site and will be provided at the job site.
Visitors and/or Incidental Contractors :
Anyone not holding a FPP or Baton Rouge card, must have "Site Specific Training" or in Mining "Hazard Training" and must be accompanied by a Mosaic employee at all times.
- This would include office equipment repair personnel, temporary office personnel, etc.
TWIC - Florida and Louisiana:
- Transportation Workers Identification Credentials (TWIC) is required for each person entering Mosaic's Riverview docks, Big Bend, Uncle Sam, Faustina, Tampa Port Services, and Hookers Point.
- One TWIC card holder may be accompanied by a max of 10 (1/10) employees in "unrestricted ' areas and one (1/1) in restricted areas, but CAN NOT leave their presence at any time.
- ALL areas in the Louisiana facilities are defined as "RESTRICTED" (1/1).
- In Tampa, the Dock and Ammonia storage are defined as "RESTRICTED" (1/1).
- In addition, MARSEC training is required to enter port facilities.
Hazardous Material Truck Driver(s)
Mosaic no longer maintains a Site Specific Training course specifically for truck drivers who haul Hazardous Materials Locally (Sulfuric Acid, Phos Acid, Pond Water, Ammonia, or Sulfur). Truck drivers will be required to maintain the same Site Specific training referenced above for Concentrates. Upon completion each individual will be issued a photo-identification card.
Please note: MSHA Site Specific Hazard Training will still be required for entry into our MSHA facilities.
